Richard Whittle has extensive experience in all phases of the construction
industry. From Timekeeper to CEO, Mr. Whittle has vast experience in a
wide range of civil and architectural projects. He has estimated and managed
the construction of dams, freeways, bridges, tunnels, wastewater treatment
plants, pipelines and site work for buildings. Working as a Senior Civil
Estimator, he has estimated Airports For Dallas-Fort Worth, New Orleans,
Birmingham, Atlanta, Cleveland, Indianapolis, and Washington’s Reagan
National and Dulles. He has had extensive experience estimating numerous
projects for the Dallas Area Rapid Transit System (DART) and the Metropolitan
Atlanta Regional Transportation Authority (MARTA). He has participated
in Value Engineering studies for rapid transit, wastewater treatment,
airports and bridges. Mr. Whittle prepared detailed cost estimates for
the Fort Washington Way Project ($320 million) in Cincinnati, Ohio, and
the Maumee River Crossing Project ($330 million) in Toledo, Ohio.

Numerous projects throughout the USA including site work and structural
concrete work for the multi-billion dollar expansion for the Intel Corporation
in Fort Worth, Texas.
Previous
Experience
As Estimator/Project Manager for a general contractor, estimated all civil
portions of large sewage treatment plants. Was involved in planning and
constructing various plants in Dallas, Nashville, and Baltimore.
As Division Manager for a boring and tunneling subcontractor, was responsible for all activities of the company in three states. From finding work, estimating and quoting General Contractors to overseeing the work to collecting the money and paying the bills.
As Chief Estimator for a large
highway contractor, managed the work of several
estimators and prepared detailed bid estimates for highways, freeways,
bridges, and the reconstruction of urban freeways.
As partner and owner of a family-owned contracting business, prepared detailed bid estimates and managed the construction of water supply dams for the cities of Dallas, Fort Worth and Houston. Also managed tunnels for an urban freeway in Dallas, a highway tunnel in Big Bend National Park, and drainage tunnels for a Houston Highway and the Dallas North Tollway. Managed the construction of tunnels for combined utilities in Dallas, Ft, Worth, Nashville, Louisville, Springfield, MO. and Mobridge, SD. Managed the construction of an access tunnel from a parking garage to a new office building in downtown Dallas using an Alpine Miner/Road Header. Prepared detailed bid estimate for the Devil’s River Bridge in South Texas for TXDOT. At one time it was the highest bridge in the State of Texas and was pictured in the World Book Encyclopedia.
During the time he was working in the family constructions business, he helped design and build the first prestressing plants in Dallas. Prestressed members were sold to highway contractors and building contractors for several years until the facility was sold to another company. At this same time, he estimated and managed a prestressing plant in Houston, Texas that furnished prestressed beams for a bridge to Pelican Island in the Gulf of Mexico.
He also estimated and managed the construction of prestressed, elevated water tanks. These tanks were up to 2 million gallons and were constructed in Dallas, Tyler, Austin and Fort Hood, all in Texas.
Another phase of the family construction business was the subcontracting the tunnel and concrete outlet works for large Corps of Engineer Dams from large excavating companies. These jobs were in Oklahoma, Kansas, Missouri, Texas and New Mexico.
As Senior Civil Estimator for a cost estimating firm, he was the project manager and estimator for all civil projects. In addition to the projects outlined elsewhere in this resume, he estimated many projects for the Superconducting Supercollider project in Waxahachie, Texas, including the final shutdown project for which a letter of commendation was received from the federal government. Prepared numerous cost estimates for various environmental remediation projects for the U.S. Navy, Army, Air Force and the U.S. Department of Energy. Estimated the cost of a segmental concrete bridge over Lake Oahe in North Dakota for the US Army Corps of Engineers. Prepared numerous estimates for the Corps of Engineers including barracks, clinics, and roadways, at Army and Air Force Bases throughout the USA.
This cost estimating firm undertook the task of providing budget estimates for design-build contracts for the U.S. Navy on the west coast. Mr. Whittle prepared estimates from sketchy drawing and verbal descriptions on numerous projects ranging from a sidewalk replacement to entire new runway and from a basketball court to Olympic size track with provisions for the field events. One had to first “design” the facility and then price it using local materials and methods.
